Question: Do You Like This Idea For The CONCACAF Cup?

16 teams qualify for the Finals tournament, namely:
4 US states; 4 Mexican states; 4 other Spanish-speaking countries; 4 other contries & non-independent island groups.
Each player is to represent only the state or nation that he has slept more nights in than any other.
Each region has a prequalifying in which four of the top-seeded (or largest) 6 + four of the rest end up qualifying for the second qualifying stage. Both stages consist of 2 home & 2 away games per team.

Then in the event itself: Rounds 1-3 = 4 groups of 4, each drawing from the four qualifying regions with an A1 B2 C3 & D4 in it. Rounds 4-5 are A1&2 vs B1&2; A3&4 vs B3&4; C1&2 vs D1&2..
Round 6 = AB1 vs CD 1; AB2 vs CD2; AB3 vs CD3;...
Round 7 = Loser 1 vs Winner 2; L2 vs W3;...
Round 8 = the gold, bronze, best improver & little giant decider matches

Plus, 8-team one-host consolation tournaments are held for places 17-24; 25-32; 33-40; the rest.

Does any of this proposal make sense to you?

Answer: just by what you have written it looks like it will play out the same as the World Cup 2006, so to answer the question yes it does make sense and I cant really think of another way to organize it so Id have to say yes to the original question as well.
