Question: How to drywall over cinder blocks?

I have a 60's split level home. The bottom level has 7' ceilings, 2' above ground and 5' below. The exterior walls are cinder blocks. It was waterproofed at some stage and it is dry. I would like to drywall this space. Is it best to use furring strips, or fame a wall (2x3 or 2x4) and have it a certain distance away from the cinder blocks. Any/what type of moisture barrier, insulation?

Just trying to determine the best way to make this unused space a family room. Plenty of details please! Thanks.
Thanks for the reply. What do you use to adhere the housewrap/roofing felt to the cinder blocks? Did you use 2x4s or 2x3s for the framing? Did you keep the bottom plate off the floor with little 2x4 or 2x3 blocks? Thanks again.

Answer: first houswrap or light weight rooffing felt against block, then your framing leave a small gap 1/4 in between framing and wall, keep your bottom plate up off the floor by putting short pieces of your framing material every four feet or so( this not a load bearing wall don't worry about sagging) insulate,vapour barrier ,dry wall
